How can I lower my body fat percentage?

So I'm 23 female, about 5'5-5'6 and I currently weigh about 125. My problem areas are my legs and hips. I really don't want to lose any weight (trying to keep the little that I have), the max I want to lose is 5 lbs., but no more than that. I LOVE candy! Sweets, chocolate, etc. I literally can eat it all day long and never have a piece of protein. So I've lowered my sugar intake, but what should I eat more of? I feel like when I eat mainly veggies/fruits, I lose weight. I mean, what should I be focusing on more? I usually go jogging, but it gets boring after a while. I don't want to get a gym membership because I don't ever have time to go to the gym. Oh and I bartend at nights so my eating schedule is crazy. I will eat dinner around 10-11pm.. and by that time i'm starving so I end up eating a lot :S I just need whatever tips in regards to gaining more muscle, eating better with the messed up schedule that I have.
