What is the relationship between Ontology and Self-Creation in Ethics?

If a philosopher responds to the ethical question of lying by saying "I don't lie because I don't want to be a liar," is this an ontological statement as much as it is an ethical question? Is this what Foucault meant by technologies of the self? Is it possible to use Foucault's term to describe self-creation and self-definition as an ethical process (in a positive way), or did Foucault mean something more skeptical? I'm looking for an accepted and understood term from philosophy to precisely describe this relationship.
